"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration."
This amendment allowed for the national government to collect income taxes, that do not have to be a flat rate, and do not have to be based on census statistics. This amendment opened the door fro a progressive income tax system that allows the government to collect more taxes from the richest members of our society and less from the poorest members.
